Canada’s Housing Reforms to Support Stronger Immigration System

Canada’s immigration policy is pivotal for fueling economic growth, tackling the challenges of an aging population, and fortifying the labor force. Yet, the surge in immigration is exerting significant pressure on crucial economic resources, particularly the housing sector. As Canada welcomes new talent and diversity, the urgent need to address housing shortages and affordability becomes ever more pressing. To address this, the Immigration Minister, Marc Miller suggested offering permanent residency to temporary residents, aiming to reduce their proportion from 6.2% in 2023 to 5% over three years. The Immigration Levels Plan 2024-2026 targets 485,000 permanent residents in 2024 and 500,000 in 2025, stabilizing this number in 2026.

Strain on Housing:

Canada acknowledges a significant housing challenge, with limited availability and high costs stemming from years of underinvestment and restrictive policies. Population growth has further strained the system, impacting low and middle-income Canadians most acutely. While reinvestments since 2017 have boosted construction, the pandemic and rising interest rates have intensified the crisis.

The government is committed to making housing affordable, with the goal of ensuring no one spends more than 30% of their income on shelter. Their multifaceted plan tackles the issue from three angles:

a) Building more homes – This includes making rental apartments and student residences more affordable by removing the GST. Streamlining approvals and simplifying building codes will expedite construction, while supporting factory-built housing and faster recognition of skilled immigrants’ credentials will further increase the available housing stock. Additionally, a new program offers low-interest loans to homeowners to create rental suites in their properties, boosting both housing supply and family income.

b) Making it Easier to rent or own a home – Measures are being taken to make renting more secure and ownership more attainable for newcomers. A Tenant Protection Fund safeguards renters’ rights, while a Canadian Renters’ Bill of Rights will ensure transparency in rental agreements and protect against renovictions. Furthermore, the government is enabling rental payment history to improve credit scores, facilitating mortgage approvals for immigrants. Tax-free savings accounts for first-time homebuyers and extended mortgage terms for newcomers purchasing new builds further enhance affordability.

c) Helping Canadians who can’t afford a home – Canada is committed to ensuring everyone, including newcomers, has access to affordable housing. The bolstered Affordable Housing Fund provides low-interest or forgivable loans for new and repaired affordable units, prioritizing vulnerable populations. A new program launching this summer will support the creation of affordable co-operative housing with lower rents. Finally, the Canada Rental Protection Fund helps preserve existing affordable homes by preventing them from being sold to investors. These initiatives demonstrate a strong commitment to creating a more accessible housing market for all Canadians.

Opportunities for Temporary Residents to Contribute to Labour Market Priorities

In 2024–25, the Department will enhance the ability of foreign nationals already in Canada to remain and work, aligning with labour market priorities by:

  • Leveraging category-based selection in Express Entry to invite candidates who meet specific economic goals, supporting the Government of Canada’s economic objectives.
  • Assessing settlement support proposals to aid in the selection and retention of French teachers, funded under the Action Plan for Official Languages 2023-2028.
  • Extending the Agri-Food Pilot until May 2025, providing a pathway for full-time, non-seasonal workers in specific agri-food industries and occupations.
  • Evaluating caregiving programs as the Home Childcare Provider and Home Support Worker pilots, which offer a direct pathway to permanent residence for in-home caregivers and their families, are set to expire in June 2024.
  • Expanding the Economic Mobility Pathway Pilot (EMPP) to welcome 2,000 skilled refugees and displaced persons to address labour shortages, by working with employers and communities and diversifying partners to reach more displaced people abroad and Canadian employers.
  • Recognizing the contributions of up to 1,000 long-term resident construction workers and their families through the Out-of-Status Construction Workers pilot, addressing their vulnerabilities by allowing them to work with immigration status.
  • Enhancing the Start-Up Visa Program as part of Canada’s Tech Talent Strategy by prioritizing applications supported by capital investments and making it easier for start-up founders to come to Canada and develop their businesses while their permanent residence applications are processed.

With these initiatives, the Canadian government aims to create a more responsive immigration system that attracts and retains skilled workers to meet evolving labor market needs, while also offering pathways to permanent residence for deserving temporary residents.
